About the Firm

Gowan Research & Advisory is led by Harris Gowan, a policy researcher based in Waterloo. Harris holds a Master of International Public Policy from the Balsillie School of International Affairs at Wilfrid Laurier University, where his research examined why Canadian firms leave available market access unused.

The same question applies close to home. Many capable local contractors never bid on public work because the documents are long and the rules unfamiliar. The firm exists to close that gap.
